Driven by the mission to stimulate economic growth in technology-driven fields within the Philadelphia region, Pete Musser of Safeguard Scientifics and Dr. Hubert J.P. Schoemaker of Centocor co-founded the Technology Council of Greater Philadelphia in 1990.

The council was eventually re-named the Eastern Technology Council, and in 2010 merged with the Mid-Atlantic Capital Alliance to become what is today known as PACT, the Philadelphia Alliance for Capital and Technologies. Today, PACT is a premier resource for emerging growth companies, working to strengthen the Greater Philadelphia region’s competitive edge.
