In 1999, Safeguard Scientifics replaced its rights offering program with the Safeguard Subscription Program (SSP), for the initial public offerings of its partner companies.

Built to maximize the value for both partners companies and shareholders, Safeguard combined traditional IPOs with the SSP to bring multiple partner companies public that year, including Internet Capital Group (ICG), Pac-West Telecomm, US Interactive, and VerticalNet. Through this program, Safeguard created over $1 billion in shareholder value by the end of 1999.
